Well, some have written that we weren't
prepared because FDR wanted a way to
get America into the war. The trade
sanctions we put onto Japan, they say,
forced a retaliation. FDR, though,
was not prepared for the amount of
devastation wreaked on Pearl Harbor,
and walked around the White House
that day with a grey-faced demeanor
of someone who had really screwed
up, rather than someone very angry.
Of course, we know better, don't we?
