Once the country allowed itself to get so litigious, and the drug maniacs were allowed to turnstile quickly through the penal system...and you couldn't just walk up to a guy doing such a thing, "straighten him out" and not get dragged to court...people don't know what to do, other than just take it, and pay.
This makes some people uncomfortable.
My crossbow post did not necessarily imply killing the guy. You could shoot him through the pocket full of crack and food stamps, and haul him up...until authorities arrived.
