How about:

1. The executive branch protecting its independence from the legislative branch? or
2. Bush's demonstrated non-partisanship, doing what he thinks is right in spite of his political and personal differences with Clinton?

A lot of the posters on this forum were extremely critical of Clinton for his politicizing the bulk of his decisions. It seems now that their criticisms were really based on disagreement rather than principle.
