Key phrase is, "modern life" - who says Iraq has modern anything?
Okay, now, it could well have more advanced cellular phones than the US (many 3rd world areas do....since it is the first telephone of any kind, they install the latest and greatest). Anyone who has a new car, ditto.
But for those in Soviet tanks, APCs, and aircraft this means almost squat! When one of the first MIG29s was brought to us, we laughed at its antiquated tube technology, until we discovered that was only part of its EMP hardening.
Generally speaking, an EMP attack could put us on our collective butts. (Civilian and military) It is NOT as significant to anyone using Soviet weapon systems using pre- 70s or so technology of any sort.

Not to mention that there are solid state components that are RADHARD and would not be effected by an EMP.

Fortunatley we don't give a hoot about Iraqi MIG's or tanks. As we all know they are relatively harmless when their operators have their hands on their heads and are screaming "I surrender" and "We love George Booosh."
