Actually, no. I first stumbled across the term in the early 80s in my work in the Navy. Then as now, it refers to the Russian SA-7 shoulder-launched SAM missile, NATO-designation "Grail". They were actually supplied to Soviet armed forces as early as 1967.
I got a bow and arrow set for Christmas when I was 10, and have been an archer since then. Since, as you pointed out, "strela" is the Russian word for arrow, I continued to use the name as a pseudonym for my Dungeons and Dragons character (also an archer), when I played Amtgard (a live-action medieval-themed role playing game, where I play an archer), then continued to use it when I discovered the Internet, chat, and FreeRepublic.
