Thanks to a law passed by RINO Mayor John Lindsey in the early 70s, you need to apply for a permit to OWN a rifle and register it with the police. As far as New York state is concerned, you do not need a rifle permit outside of NYC, although you do need a permit to own a handgun no matter where you live and to register it with the police.

New York, I believe, was the first state to put pistol registration in effect with the Sullivan Act of 1921. It was passed, BTW, with the belief that it would help to control labor agitators and Anarchists. Big Tim Sullivan (a corrupt Machine Dem if there ever was one) had not discovered the "for the children" argument yet.
