You are also giving them the 'out' of plausable deniability. So, by yout account they can develop WMD, then accidentially 'lose' one.

Then it ends up in Seattle on a cargo ship.....

Deterrence works with the sane. Thus, the Soviet Union, China, India, Pakistan (barely), Israel, France (?) and the U.K. can have them.

The insane are not deterred, thus the Axis of Evil: Iraq, Iran and North Korea cannot be safely assumed to be deterred. Saddam will nuke neighbors for fun, Iran for Allah, and Kim for an extra inch-and-a-half of height. These folks are nuts, and cannot be allowed to become nuts with nukes.

Bush Doctrine II: No Nuts with Nukes.
