The City of New Orleans can always go back and pass a mandate for a lower cost of living in the city. That would be about as useful.

As long as legislators can control wages they have a strangle hold on voters.

And a way to "keep 'em on the reservation". Another example of the "soft racism" of lowered expectations.

And I seem to remember that the Council exempted city and state workers from the increase.
