ROCKY MOUNT, N.C. -- The Rocky Mount City Council is considering a new animal control ordinance that limits the number of pets per household.
The ordinance prohibits more than two dogs or two cats, or four pets total, per household.

Irrelevant. The law is the the law. Two cats should be enough for anyone. Any person who is so selfish as to have three cats is dragging down society and should be taken out and shot. Twice.

Rocky Mount City Council has given tenative approval to a complete rewrite of the city's animal control ordinance.
"I think it's a more comprehensive ordinance," said Rocky Mount police Chief Bill Hogan.
The ordinance is a compilation of the model ordinance drawn up by the N.C. League of Municipalities and those from Raleigh, Charlotte, Fayetteville, Gastonia and Chapel Hill.
The ordinance would limit the number of pets in a household to a total of four, with no more than two cats or dogs. Potbellied pigs would be allowable pets.
Residents would have about four months to either find places for litters of animals or get waivers to keep them.
Permits to exceed the limit would be available, pending approval by the police department.
"We've got to be convinced it will not be a burden to other neighbors," Hogan said. "It has to do with issues of noise, sanitation and the ability to properly house them without causing a nuisance."
The new rules also would allow animal control officers to inspect pet shops and kennels to make sure they are up to standard, Hogan said.
The rules basically boil down to being considerate of neighbors and other residents in public who may or may not want to deal with another person's pets, Hogan said.
The rules increase the types of animals defined as exotic or wild by the ordinance. Nonpoisonous snakes, iguanas and other reptiles that weigh less than 25 pounds can be kept as pets.
"There is a stronger section on abuse of animals," Hogan said.
The charges of abandoned animal or cruelty to animals has more specifics, such as adequate food and water, shelter and medical attention.
A restraint lead or leash would be required for all dogs in a public park. Also, dogs could not go into picnic areas, ponds or children's play areas.
"If an animal is lunging and jumping at people, it is not under control," said Lt. J.W. Sears, special operations commander at the Rocky Mount Police Department.
Owners would be required to immediately clean up their pets' waste. The current ordinance allowed owners an hour to do so.
The city also would start implanting microchips into all guard dogs and any animals adopted from the shelter. The $13 chips allow a handheld scanner to identify the animal and its owner.
"This way, we will know whose dog it is if it comes back to the shelter," Sears said.
Residents can use "invisible" fences - barriers that give a dog an electric shock if it leaves the yard - but requires the owner to put up signs that let neighbors know about the fence.
Guard dogs and the locations they are kept in would have to be registered with the city.
A database would help police officers and firefighters know guard dogs were on a premise when arriving during an emergency.
The ordinance would deny the use of "debarked" dogs that have had their vocal cords cut to prevent warning barks before a bite.
It would be folly to somehow assume that society would continue without controls such as these for irresponsible citizens...
The horror would be tremendous...
That's why these wonderful and needed actions of government should be expanded across the nation...
But to stop at just pets would be suicide...
Since we know humans are so irresponsible and have no clue what is best for themselves...
The next thing that government should naturally control how many of you should be allowed to have is especially easy...
Government should control how many children you are allowed to have...

Well heck yes. I'm tired every every Johnny three dog thinking he can trample my rights to live in a two dog world. You can't go easy on these pepole, you let them have three dogs, and before you know it they'll be moving on to exotic pets like goldfish or parakeets. Nip it in the bud, that's what I say.
