It sounds to me like this is what happened. Realizing that Andy is an out-of-control power-mad little egomaniac (recognizing their own kind), the bosses of the Democratic party (Bill and Hillary) know that there is no way to talk this boob out of running for Governor this time. So, after letting reality sink in, they arrange a carefully constructed face-saving setup to ease him off stage. In such a way that the minimum of damage is done to Andy, and the racially-polarized NY Democrat Party.
Kind of like defusing a car-bomb. Part of the deal is that Bubba himself will stand on stage for some hand holding while Andy gives his big speach about how we have to think of the good of the Democratic Party first.
Then Andy blows the whole thing by going to some reporter and saying what he really wanted to say up there on stage.
Boy, I'll bet Bill and Hillary are so pleased with him.
Or...
Maybe they knew their boy all too well, and saw this all coming from the beginning.

The only thorn in Hitlery's side in NY politics was the Cuomo dynasty. That is no longer a problem. She is now the de facto Queen of New York. I pity the poor FReepers that live there. At least with Cuomo vs Clintoon there was a possibility of exploting that rift and slipping in a few wins.
