I thought it was already against the law to commit fraud in an election? Since we are not going to prosecute anyone for it, we must need more laws that we won't prosecute anyone for. Just like gun control laws.

However, this law was going to make it necessary to show proof of identity upfront, to head off fraud before it happens (already done in some places, but needs to be done everywhere). Prosecution after the fact is also necessary, and too often ignored, but by the time you get to prosecution, the damage is already done.
