Looks like grounds for a nice lawsuit. Plaintiff vs. State of California Dept. of Education.

I'd like to see this one go to an initiative. I'd bet passage by 80%.

80%? I wouldn't bet on it. The teachers' unions would demagogue it to death. Take it all the way to the Supreme Court if necessary and maybe on the way we might just find out that the Department of Education is unconstitutional!
