Angolan government accused of siphoning off oil money

UANDA, Angola - Every year, the government of President Jose Eduardo dos Santos takes in billions of dollars in revenue from Angola's rich offshore oil deposits. And every year, a large chunk of that money mysteriously disappears.

In 2001, for example, the International Monetary Fund estimates that Angola earned $3.2 billion in oil revenues; $1.2 billion of that was, in bank parlance, ''unaccounted for.''
