As for starving, the only reason they do so is because of Sadaam's despotism. Iraq is relatively unique in the Arab world in that it is a self-sufficient country. You do recall the bread-basket of the Tigris and Euphrates river plains run through it, yes?
Note also that it has an industry capable of producing vehicles. It's not like most of its neighbors as far as native resources.

We gave him "some" intelligence support in a war against Iran, where we didn't like either side, and didn't want either side to win - but that has nothing to do with the main hatred Al Queda has and had for us. We certainly didn't arm him, and did very little in the way of training).
