I will deal quickly with the "arrogance" that Prime Minister Chretien is talking about. In the Canadian Parliament the members voted themselves this pension plan.

If voted in for a second term of office, they must serve about halfway through it to qualify. (About six years). It is computed thus: Full pension at 45 years of age. This is the equivalent of two million dollars invested, providing they live until 75 years of age.

If a Canadian citizen has worked all their lives and doesnt have a private pension plan they receive about $850 dollars monthly. However, the government kindly makes it up to about $1025 monthly.

Most Canadian seniors in small cities, are however quite fortunate - all things considered. Many, many things are done at a local level for them.
