I don't especially feel that UN approval is a good 1st step I don't think he was seeking the UN's approval. I think he told them what we were going to do and, as a courtesy, he was giving them the opportunity to do "the right thing."

Oh, I agree. He was a statesman, the Leader of the Free World and he gave the members of the UN one final chance to do the right thing. He prosecuted Saddam before the assembly and he dared the rest of them to try to defend him. He was powerful.
