I am pleased to inform you of the decision of the Government of the Republic of Iraq to allow the return of United Nations weapons inspectors to Iraq without conditions.
I notice that only the return of the inspectors is unconditional. Nothing is said about unconditional inspections.
So did the Iraqis learn to parse words from Bill Clinton, or did Bubba learn from the Iraqis?
