Amazing, the jerk admits driving his car, is noticeably intoxicated, refuses a Breathalyzer...and all he's charged with is public drunk??!! Amazing.
Maybe the local folks don't want some of Petersen's buddies "visiting" them in the middle of the night?
There are only two possibilities:
The locals didn't charge him with DUI because of:
A. Fear he may use his position to retaliate
B. Corruption (Blue Wall of Silence)
Both are completely unacceptable.
