What we know is that the materials that were sold to Iraq had multiple applications, weapons being only one possible use.
We also know that the Reagan administration forbade sales as soon as it became clear Saddam was using them to develop weapons.

It may be true -- it just doesn't mean anything. Cultures of pathogens are traded between university labs all the time, all over the world. There is nothing sinister about it. The attempt to suggest otherwise is a desperate attempt by cornered leftists to deflect blame. The last issue of Newsweek was given over to this nonsense. They are spinning like tops.
