For the reason I gave. The leftist intellectuals around Kennedy believed contesting communism was contrary to the moral force of history at the time. Opposition to communism should be cosmetic to please and deceive the American people, but fundamentally unchallenged. That's essentially what happened a bit later in the Viet Nam war. The war was conducted in such a way the the vision of socialist progress and unstopability was fulfilled.
