I didn't understand W.'s speech the the UN to say anything like that at all.
I think Bush's speech to the Un was pretty clear. Basically (to the UN), "if you don't follow through on supporting enforcement of your own resolutions concerning Iraq, you're just irrelevant, and we're going to deal with Hussein with or without you."
Which they are. A leech on Uncle Sam's fanny.
President Bush's speech to the UN was great. His comments since then have pretty much mirrored what he said to the UN. I really like that guy.
