Its interestuing because as I understood it, Texas did not have a hate crimes law either (at least according to the NAACP), however the dragging death of James Byrd as we all know was described as that

Furthermore there was no "sexual orientation" hate crime law where Matt Shepard was killed, but his death, of which there was no evidence he was sought out for his homosexuality, was used as a rallying cry for hate crimes laws.
