What would be the possible benefit of searching Chief Mooses's background...

If, for instance, he was elevated to the position of Portland Chief after solving or eliminating a serious crime or series of such crimes, such as a repeat sniper. Think about firemen who start fires, so they can then put them out. Thankfully rare, but not at all unknown.

You really underestimate what kids are capable of nowadays. They have access to all kind of info and "special trainings" through all the books, movies and video games out there. Hollyweird is a very "informative" source for kids.

This is off the scale - no teen or young adult has the emotional maturity to pull this off without getting caught. The kid that could organize and execute something like this, get away with it, and keep quiet, would likely be a high achiever, and thus unlikely to do so in the first place.

What egotistical young man, influenced by PS2 and Hollywood, could keep quiet given the circus around him?

This is not Columbine, not even close - this is somebody with a mission
