Even though it is a shotgun, it could be an eff-you to the police because a shotgun means closer range.
This is a whole new breed of sicko. I don't think we should assume he is an automaton...patterns are fine but changing one's strategy is brilliant. (I hate to use the word 'brilliant'...it sounds like compliment...but I can't think of a better word. Sorry.)
