THIS MAKES PERFECT SENSE.
SINCE THE LOCAL AUTHORITIES HAVE ASKED THE PENTAGON FOR SENSOR EQUIPMENT, THIS ORDER WOULD ALLOW THEM TO ISOLATE ANY GUN DISCHARGES WHILE THEY ARE USING THE SENSORS - AND THEREBY ISOLATE THE SNIPER.

Yeah right! And the pentagon has requested that nobody sneezes or turns their tv up too loud. Also no Harley's will be permitted as they confuse those super duper tin foil noise probes. No farting either.

I would agree with you except for a few things:
1) If it was coming at the request of the White House, you would have Ashcroft ordering it for Virginia and DC too, with Warner right at his side.
2) If it was about aiding the high-tech equipment, then why the ban on bows and arrows?
3) If this equipment relied on no other gunfire, how could it ever have been any use in an environment like Afghanistan?

Of course, the sniper can choose another county. Then guns are banned there. And then the next county.... I'd like the sniper to try Gunville Texas. I double dare him!
