I understand that someone might have leaked the existence of the tarot card for this reason. But it seems to be treading on very thin ice to leak some of the message, but not all of it.
We do know that the message also asked the police not to reveal the message to the public. I can see that this part might have been held back, simply because admitting that the leaker and the reporter violated that request without official police permission would seem to be a wrong thing to do, that might endanger more lives. Is it possible that this is the entire remainder of the message?
A related interesting question is why the sniper would have wanted to say something to the police but not have it revealed to the general public. It's easy to understanding either saying something or not saying something. I wonder if there is some specific message that would be to his advantage to be known to the police but not to the public. (Perhaps he just wanted to be able to leave a tarot card at each killing to identify and claim his murders, distinguishing them from any copycats and avoiding any question, for each new killing, of whether he is or is not the murderer. He can't do this with a tarot card any more, since a copycat or hoaxer would know about it.)
You answered: Simple: when caught, the authorities will have something with which to verify the perp, if he/she knows the entire contents of the message. Commonly used method by LEOs.
That explains why the message (or part of it) wouldn't be revealed. It doesn't say why the "Dear Policeman, I am God" part was revealed.
The theory is that this sniper attack
started out as a practise run
for a much larger full scale attack
yet to come.
However the sniper(s) themselves were so amazed
by their success in partially paralyzing the law enforcement agencies of the capital city
and terrorizing the population
that they decided to continue.
Whoever is the culprit
they certainly are providing a valuable tutorial
for future terrorist attacks.
This is a believable possible scenario. The amount of fear and apprehension generated with a minimum of effort would have been well beyond their expectations.
It's also possible that this entire thing is a diversion, and that a major operation is planned for DC; not only are the shootings occupying the thinking and the resources of the police, but they've diverted attention geographically away from the heart of DC to the suburbs.

Yes, unfortunately this true, whether this sniper turns out to be a terrorist or a domestic nut.
They should. I understand is part of their creed to not question another Muslim, but they really ought to reconsider in light of what is happening in the acid test of reality.
