When the VIPER system isn't airborne it can be groundbased or they can deploy one of these PILAR systems:

on the roof of those "popular" Michael's stores and adjacent buildings. Naturally the Pentagon foots the bill and only tells the LEOs (hidden in the manager's office) where to find the guy by looking at a screen like this:

Of course the shooter has to take a shot and someone will probably die.
