The government won't admit it for two reasons: why give the terrorists credit for any victories they ask. The other reason is, the word 'terrorism' scares investors in the stock market.

Because both the government and press are made up of activists whose only concern is PR and furthering their own agenda. They take polls and monitor sites like FR and will only come out with any semblance of truth when it is clear that their coverups aren't working.
