The card said "Dear Mr. Policeman, I am God."

There are different accounts of its precise wording. I don't think we'll know exactly what it said until we see a reproduction or photo.

I think it was Nix 2 who said on a thread yesterday that the card has a message on its back that is written in German. That's presumably where it requested not releasing the info. I wonder if it also contained a threat to the government.

"Lieber Polizist... Ich Bin Allah" is perfectly normal German. "Dear policeman" is stilted and awkward in English. Several of the 9/11 terrorists lived and studied in Germany. If it is confirmed that the note was in German, you can reduce the odds of this being a domestic nutbag to microscopic, even if it is a single shooter with no accomplices. If the note-writer knows little enough English that he would be compelled to write in German, he is also probably a recent arrival - like the terrorist-in-a-box they caught in Canada.
