October 18, 2002 -- WASHINGTON - CIA Director George Tenet told a congressional hearing yesterday that al Qaeda is in an "execution phase" and is poised to strike on U.S. soil or attack Americans overseas.

Tenet also said that al Qaeda is regrouping and poses a danger as serious as in the months leading up to last year's Sept. 11 attacks.
