I don't think it's his fault any more than the bull market was due to Clinton's actions. But it's happening on his watch and the Democrats will be able to hang it on him, especially if things get worse. On the other hand, if the market goes up...

The issue isn't what Bush was responsible for, it's what he can be blamed for. The Dems figure if they repeat it enough times the unwashed will believe it. They have been correct about this in the past.
