If I recall correctly, Gore won Wisconsin by about 5,000 votes. We can pretty safely assume that Gore's margin of victory can from homes for the handicapped, cigarette give-aways in the shelters, and cemetaries.
The Democrats win 90% of the close elections. That is not by accident.

I just feel grateful that Freepers hammered this thing home to the media today, and the national media is running with it somewhat. My question is--what happened to the absentee ballot if one of those mentally handicapped people checked the box for the Republican-McCallum? Did the Doyle workers throw those ballots out then, and not turn them in?
