A google search turned up zilch for "duck in a noose."

A "duck noose," however, is a string figure (like cat in the cradle). (FWIW)

Off-topic but interesting development:

Toru Ishikawa said on Tuesday that his forces deployed in the Arabian Sea have been placed on high alert in wake of an incident on late Sunday in which a high-speed boat raced toward a Greek warship. The Greek ship fired warning shots and the fast naval craft fled, Middle East Newsline reported.

Assuming AQ involvement...

The sniper team may have two purposes: 1) obviously spread general terror in the DC area; 2) get law enforcement to spread the message to other cells to fulfill their missions.

This "Duck in a Noose" may be the phrase that gives them the green light. LE fell for it. That way, OBL (if alive) or some other leader doesn't tip off US authorities to their whereabouts.
