Sorry, the second paragraph of the article is unclear.
David Floering filed a request to review the absentee ballots from the Sept. 10th primary. It is being reported locally that some of the primary ballots may have been tampered with. The article is taken from a website that updates every day and the reporting is done in a sort of serial format. Earlier stories on the site explain his suspicions.

Thanks, I missed that. I've been 8 days in a hospital with a friend who was sick and am reading and posting here very relaxed, but tired. I'm sure it was me and not the article's fault.
