Suspect's car was registered in New Jersey on 9/11

CAMDEN, N.J. Two people arrested early Thursday in the wave of deadly sniper attacks were found in a car that was registered to one of them in New Jersey on Sept. 11, according to the state Department of Motor Vehicles. John Allen Muhammad, 41, and a juvenile male were arrested at a Maryland rest stop as they slept in a blue 1990 Chevrolet Caprice, with the New Jersey license plate NDA-21Z.
Muhammad was said to be traveling with 17-year-old John Lee Malvo, a Jamaican citizen believed to be his stepson.
It was not immediately clear how long Muhammad, an Army veteran who formerly lived in Tacoma, Wash., had spent in New Jersey.
Muhammad got the cars title and registration on the one-year anniversary of the attacks on New York and Washington, D.C., said Edmond Bonnette, the agent in charge of the Camden DMV office.
Bonnette said he remembers the day well because there was a bomb threat at the office. It was called into Camden police at 8:45 a.m. Muhammad registered the car at 8:52 a.m., eight minutes before police evacuated the building due to the threat.
The car is registered to Muhammad at 1400 Sheridan St. in Camden, said Micah Rasmussen, a spokesman for the Department of Transportation.
Muhammad does not have a New Jersey drivers license, Rasmussen said. The registration is valid through 2003, he said. It is legal in New Jersey to own a car without being a licensed driver.
Rasmussen also confirmed that the car is co-owned by Nathanel O. Osbourne, who also listed his address as 1400 Sheridan St.
The two-story brick building at 1400 Sheridan St. in Camden has apartments on the top floor and a Jamaican restaurant on the ground floor. It was not immediately clear whether Muhammad or Malvo ever lived there.
Michael Clark, who owns the building, said Muhammad came to the restaurant three or four times in August with a teenager, but that they did not live upstairs. Osbourne did not live there either, Clark said.
No further information on Osbourne was immediately available.
Clark said FBI agents questioned him about Muhammad around midnight. He told authorities that Muhammad was just a person passing by in the restaurant.
Muhammad is a former soldier at Fort Lewis in Washington state and is said to be sympathetic to the Sept. 11 hijackers, The Seattle Times reported Thursday, quoting unidentified federal officials.
Neighbors in the predominantly Jamaican South Camden neighborhood said they dont know Muhammad, who also goes by the name John Allen Williams, or Malvo. Nor did they recall seeing the automobile.
Willie Jeter, 46, said the South Camden neighborhood is infested with criminals.
People done got killed right here on this corner, said Jeter, a shipyard worker. Its a big drug area.
Capt. Joseph Richardson of the Camden Police Department said authorities were trying to determine the last time Muhammad was known to have been in Camden. Muhammad did not have a criminal record in Camden, he said.
On Wednesday, federal agents searched the yard at the house in Tacoma, Wash., where Muhammad once lived. Investigators also combed through Malvos student records at Bellingham High School in Washington state, reportedly seeking samples of his handwriting.
The men taken into custody were not immediately charged in the sniper attacks, but authorities made clear the arrests were considered pivotal.
The arrests raised hopes of a conclusion to the intensive and often frustrating investigation of the shootings that have killed 10 people and critically wounded three others since Oct. 2 in the Washington, D.C., area.

The information on the time of the bomb threat is new. It was clearly precisely timed to match the anniversary of the WTC attack.
