No, his opinions changed from timeslice A to timeslice B, based on new data.

The Chief Moose and his Moosemen refused to consider mooselims in their data. So naturally, they aren't going to predict the killer is a mooselim. Who's fault is that?

They had the benefit of notes, calls, all sorts of evidential communication which we never got while people were being killed, whereas there's a glut now of particular relevant information.

I have no idea who Sinkspur is, or even IT, for that matter, but the point is, once we (the people) were given accurate anecotal evidence, we slammed down on the perps instantly. In the meantime, we had developed all sorts of freaky models because we were starved for relevant data.
