It looks like the usual "rod" type of ufo. A goggle search of "Rods ufo" turns up all kinds of images similar to this one.

Standard UFO shot. Note that size is much larger than a "missle", and no exhaust.
Doesn't mean it is a bunch of little green/gray guys - but it is a UFO (by definition.)

I live just outside of Albany (Niskayuna), and this is no big thing here.
In my tavern, no one has even mentioned it - of course most of the guys here see stuff flying around all the time anyway.

Watch the video. The cloud is panning through the field of view very fast -- which would be unusual for a cloud. Therefore the camera itself is panning very fast. Therefore any near field object, such as a bug, would also move through the frame very fast.

If they had sent it to the anti-aircraft gunnery school at Ft. Bliss, Texas, where Stinger and other AA missile operators are trained, I might be more impressed.
I bet they won't get an identification if they send it to the army cooks and bakers school, either:
Nope, we've never seen a missile like that in any of our mess halls...kinda looks like a rolling pin, though....
