If it is an insect, what type of insect is it? And why couldn't the FBI id it as such?

It could be any kind of insect.

Typical video is 30 frames/second. Most insects beating wings can far outpace that, so what your seeing is the distance the bug flew in 1/30th sec (the striaght line) and the two sets of "fins" are two strokes of the wings.

At least that's my guess.
