While Mannix carried the states rural areas, Kulongoski won the election based on more populated urban areas.

Kulongoski is now the Governor of Multnomoh County.
BTW, it's not widely known but, in 2000, Multnomah and Lane counties kept their polls open later than the other counties. Bush lost by approximately 5000 votes. Coincidence? I think not.
Please post your source on this. I lived in Oregon then and never heard anything about any polls being open at all, since it is all vote by mail.
