Pretty sure. Remember, Texas's Congressional District boundaries for the 1990 census were not finalized until 1996. The 5th Congressional District was a special election that year. You had to vote that race separately. If you voted straight ticket, it did not count, because the race was a separate ballot (even though both "ballots" were on the same sheet of paper). I think that helped Pete Sessions get elected because Dims are too dumb to read instructions, and many of them that voted straight ticket Palm Beached themselves.
Any rate, a redistricting plan was not voted on by the Leg, at least in part due to the late date at which the 2000 census figures were finalized. So I think it can be done.
