I have no inclination of legitimizing your preposterous assertion through discussion.
It is just as disingenuous and absurd as Klinton's multiple definitions of the word "is".
"Terrorism Insurance" is blatant rape of the U.S. Treasury by the Insurance Industry and deserves condemnation as the transparently corrupt ploy it actually is.

It's totally irrelevant to me what may be posted by liars, cheats and thieves as they claim "victory" in "debate".

I happen to disagree. Because a bullet train at 300 miles per hour is going to be a very nice target. If you think a regular train derailment is bad - wait till you see what a command-detonated bomb would do to this.
No private company would take that risk unless there is coverage. And it does seem fair to set rules for terrorism iinsurance nationwide - regulating interstate commerce is a power for the Federal government, last time I checked.

And we ain't just talking infrastructure, we are talking construction jobs (gee, fly a plane into a skyscraper) as well for starters. Not to mention the folks who transport the construction materials from factory to construction site.
