I'm going to file that under the "hopelessly naive" or the "don't investigate anything" category.
We have in this situation: a "pimped out" SUV, gang banging looking individuals, displays of some serious firepower, backed into a parking space, and a convience store. That seems like enough to warrant a call to the cops. Notice he didn't take the law into his own hands and played by the rules.

Peaceable citizens don't sit armed and ready, as in standing guard in a 7-11 parking lot within city limits. They weren't an anti-terrorist neighborhood watch group.
