Right to keep and bear arms--exception.
Section 23. That the right of every citizen to keep and bear arms in defense of his home, person and property, or when lawfully summoned in aid of the civil power, shall not be questioned; but this shall not justify the wearing of concealed weapons.
MYOB and what part of "shall not" do you not understand?

I'm going to file that under the "hopelessly naive" or the "don't investigate anything" category.
We have in this situation: a "pimped out" SUV, gang banging looking individuals, displays of some serious firepower, backed into a parking space, and a convience store. That seems like enough to warrant a call to the cops. Notice he didn't take the law into his own hands and played by the rules.
