Iranian and Iraqi army, air force and naval bases for openers.
Forget the term "terrorism." This is guerilla war with the acts of terrorism as one of its elements. No guerilla war can succeed without the support of a foreign nation-state.
Make Iran and Iraq spend their $ on their own defense and they will have no $ to support attacks on us.
Finally, if Islamic clerics don't control their own, make the Kabala stone into the Kabala pebbles.

No guerilla war can succeed without the support of a foreign nation-state. Agreed. The Saddam/bin Laden connection has be downplayed, but (imo) the former was not only responsible for harboring al-Qaeda, but also was complicit in both the 9/11 attacks and the subsequent anthrax "warnings." He (and Iraq) be the first to pay the price, but others are waiting their turn.

No problem with that, except I think we do more damage to Qaeda if we go after the Yemenis and Saudis.
