I wouldn't bet on it. The Republican Party (RNC and its ilk) is totally weak, completely spineless. (That's why they don't get a penny from me; my time and money goes directly to candidates and campaigns I've personally vetted.)Yep, that's it, totally weak and spineless. That's why the Republicans control the Senate now. Those spineless folks don't know what they are doing.
Give me a break.

We have a lot of good, decent, hard-working, dedicated people in this party (even here in the Peoples' Soviet of Washington). The Republicans I know down here among the rank & file are sturdy, reliable folks. They keep on despite the batterings we get every single election in this God-forsaken state.
But the party leadership seems ever ready to sell us down the river. Lott's caves to Daschle, for example: need I say more?

Step No. 1 should be:
Purge the voter polls in every state (with respect to Federal elections) and have all new voter registrations require proof of citizenship. Congress can do this, if it has the will.
