To have any validity, your argument (such as it is) SHOULD be:

As long as pukimo molakai Malkin concurs that all Philipino visa applications should be subjected to the same scrutiny as those from Mexico, she has credibility.
You COULD argue that, absent any terrorist connection, all visas should be evaluated in the same manner.
