The INS is being moved out of Justice and into the new department which will enable them to use new resources that wasn't possible before...

Actually, that is not quite correct. Section 471 of this Act elimated the INS and replaced it with two agencies - the Bureau of Border Security and the Bureau of Citizenship and Immigration, which are both part of the new Department.

But in justice, the resources they had were pretty good.(The Border Patrol, FBI which they lose, Customs, Marshals, among others.) The problem with the INS is the people, not the resources.

The Secretary shall appoint a senior official in the Department to assume primary responsibility for coordinating policy and operations within the Department and between the Department and other federal agencies with respect to interdicting the entry of illegal drugs into the United States, and tracking and severing connections between illegal drug trafficing and terrorism. Such official shall-

(1) ensure the adequacy of resources within the Department for illicit drug interdiction; and

(2) serve as the United States Interdiction Coordinator for the Director of National Drug Control Policy.

Just move Asa there, don't put him in charge of the borders. Put the head of American Patrol, Bill O'Reilly, or Tom Tancredo in charge of the borders.

Bush has shown little interest in securing the borders(needs Hispanic votes). I, frankly, see no major changes at INS. Also, the troops need to placed on the borders along with the National Guard and civilian militia to control immigration and staredown the corrupt Mexican Army.

That would take a change in law and the people of this country would never support it...

The National Guard can be called by any SW governor, I think the regular army can be deployed by executive order because they're technically helping repel an invasion, and the civilian patrols can authorized by the local sherrif.

The Mexican Army fired on US law enforcement and violated US soverignty, that's an act of war. We have the right to deploy our forces to guarantee US soverignty.

I don't think that will be part of all this:

SEC. 876. MILITARY ACTIVIES

Nothing in this Act shall confer upon the Secretary any authority to engage in warfighting, the military defense of the United States, or other military activities, nor shall anything in this Act limit the existing authority of the Department of Defense or the Armed Forces to engage in warfighting, the military defense of the United States, or other military activities.

My god, give it a break. Stop your whining already.

The new Homeland Security Department is an effort to make certain aspects of the federal bureaucracy operate more efficiently and effectively, in its overall ability to deter terrorist activities. Nothing more. It doesn't go after law abiding citizens. I suggest all American's remain vigilant when it comes to anything that the federal government engages in. If you have constructive criticism to offer, fine, but endlessly blasting the Bush administration solves nothing.
