Will the Mexican truck drivers be tested to ensure they have at least minimal English language skills and can read American street signs? Why bother with signs at all if those driving trucks can't read them. Or will Americans now be subjected to and forced to pay for signs in foreign languages?

Leave that up to the employer. They would be the one that suffer if the driver can't find his way. By the way, I never had any problems finding my way in Mexico or Quebec.
