Good idea in theory, but in practice, I see it working more like: "we'll pay you .00001 cents per square foot for the next 6 years (till we're safely out of office), then $10,000 per square foot after that for 30 years." In other words, paper over the problems of the present by borrowing from the future. There aren't enough Republicans in the legislature to keep the process under control once it's under way.
