Holiday season would have the biggest impact. The cities are full of tourists visiting. Nwe York City is packed with people right now and will be even more packed with tourists the week of Christmas. The buildings and streets are full of people working and shopping during the week. Its much harder to walk in the streets during rush hour now. If they wanted to make an impact this is the time to do it.
