Setting up the technology as a voluntary option rather than as something mandatory would be more acceptable.
That may be the best way to get it started as a program. A safety feature offered by auto manufacturers and rental car outfits. The problem is a national monitoring system on a common standard would be required. Not sure if anyone other than Uncle Sam can do this...

Yeah, and SEAT BELTS were voluntary at first,but now non-use is enough to be stopped by law enforcement and heavily fined.Apparent non-compliance with the seat-belt law also allows the police to begin questioning and searching for other violations of law. What is against the law is not the same as what is an evil act. Also the citation can result in insurance rate increases.

The issue with that is those who wish to remain 'untagged' would eventually be penalized in a number of ways, mostly because of insurence.
Your car isn't tagged? Sorry, you can't park here.
Your car isn't tagged? Sorry, your insurance rates will be higher.
Your car isn't tagged? Sorry, neighborhood association has a rule, you can't live here.
